1. SIM card Refistration. Initiated by Albert Mucunguzi

The deadline for registering all SIM cards has been extended by 3 months.


  • Many people had failed to register due to reasons not of their own making.
  • Orange registration was done in real-time from a mobile phone, used also to take the snap.
  • Security personnel were on hand to help those who had trouble filling the forms.


  • LC 1 chairmen were placing exorbitant charges on the letter of introduction for those who didn’t have alternate ID.
  • A lot of malpractices done by users are as a result of frustration caused by the long queues. Some users simply added their friend’s numbers on to their forms to save them that headache.
  • Users complained of not finding their SIMs registered even when they had done so. They were forced to re-register making the process more expensive and resulting in longer queues as they joined those users who had not registered.
  • Updating the database was taking a long time, as if the typists were not skilled.
  • Most often, deadlines are not taken seriously in these parts.
  • Seems like part-timers were recruited to carry out this exercise and were paid by volume of registered  cards hence fictitious entries and inaccurate data

Conclusion/ Remarks

  • Sam Agona gave 6 reasons why SIM cards will not be switched off: source of revenue, mistakes by telecom companies, government cash deficit, popularity of mobile phone use, Ugandans are never serious about deadlines and UCC relies heavily on telecoms.
  • Process should have been organised by a beneficiary oversight body so as to capture accurate, useful and relevant data.

2. SKYPE Credit. Initiated by Richard Mubiru

Apart from the credit card alternative, is there anybody who deals/ resells skype credit in Uganda?


  • Stanbic Bank offers online payment services.

3. Unsolicited SMS Initiated by Miyingo Emma, Bruce Kizito



  • Service providers don't listen when approached privately.
  • Illiterate and/ or phone illiterate users who cannot even retrieve messages might get fleeced.
  • Telcos should be notified of complaint before sharing it on mailing list.

Conclusion/ Remarks

  • URA/UCC could collect some revenues as penalties from telcos that abuse users’ rights.
  • There should be proof that the aggrieved party tried to seek redress, numerous such proofs might compel telcos to improve their operations. Supervisors/managers should be notified too.
  • I-Network should compile a list of contact persons to be approached in such cases.
  • Text the word STOP to 8198 to be unsubscribed from unsolicited messages’ list.
  • One can also dial *175*1*1*1#OK This blacklists your number from any content provider messages that deduct airtime if you are on MTN.

4. New ISP -YahClick VSAT BroadBand Initiated by Margaret Sevume


  • Satellite based, not dependent on infrastructure, instantly available and reliable countrywide.
  • Caters for both capped and uncapped service packages.
  • Benefits include: Free zone, Free Uplink, Fair Access Policy and Migration between service plans.


  • Susceptible to signal attenuation under rainy conditions.

  • Techniques that allow adaptive modulation in bad conditions are now available says Kuganja Talemwa.

5. TECH QUESTION: How to delete files in a directory Initiated by Joseph Sekandi

The delete script should look at both the filename and the 4th field within the file before deciding to move the file.
