This report was written by By Dr. Venansius Baryamureeba. ICTs in local governance in Uganda have been identified as a major tool for achieving socio-economic development. In order for government to implement the long term national development programmes like the Poverty Eradication Action Plan (PEAP), the Plan for Modernisation of Agriculture (PMA), and others, timely and relevant information must be available at all levels of implementation. The National ICT Policy Framework (2002) is intended to stimulate more participation in the socioeconomic-political and other developmental activities, so as to lead to improved standards of living for the majority of Ugandans and enhance sustainable national development
