Uganda Technical College (UTC) Kichwamba

Introduction 

Uganda Technical College Kichwamba is the only government technical college in Fort Portal District in Western Uganda. Built over fifty years ago, as an agricultural technical institute, it now offers certificates and diplomas in various other disciplines as well. Further to Uganda government support, the college has partners like the International Institute for communication and Development, IICD, and NUFFIC, who have come in to provide support such as training of staff members and provision of ICT equipment.

IICD initiated two ICT projects whereby students and tutors acquired general ICT knowledge and skills and set up an ICT maintenance facility for the Fort portal area. The project later attracted support from NUFFIC, which has facilitated students to pursue degrees at universities and provided the institute with additional computers.

All this support has contributed significantly to UTC Kichwamba's recovery from the devastation caused by an attack by ADF rebels in June 1998 where 27 students were killed and over 200 abducted. The abductees were later rescued and almost ten years later the college is back to normal and it has steadily progressed into a leading example of technical progress in the region.

UTC Kichwamba is one of six technical colleges in the country which are all part of the larger family of ICT for development (ICT4D) projects supported by IICD under I-Network Uganda's Projects Node.

The Projects Node which was set up about three years ago comes together a number of times a year to discuss the progress of the projects, exchange experiences and forge a way forward. There are about 16 projects in total and today the 20th of July is one of those days that the projects get to meet. However this day is special because of its theme "towards independent continuation" which was chosen for the simple fact that the projects will discuss ownership as a process within the ‘shared dialogue' phases that all projects go through.

This phase will allow the projects and the development partner, IICD, to share experiences and lessons learnt at a parallel level other than the normal top down approach. This will empower the projects to take on responsibility for the implementation and continuation processes. The aim is to make it more fulfilling and participatory.
