Fax is a ‘dying’ technology. Scanning and e-mailing is a commonly accepted practice now.

3. Statement on the eLearning Africa Conference Initiated by Albert Mucunguzi

This is CERTAINLY of interest to all!

This conference is not for Africans but for a selected few , that is why they hiked the fees to kick out those who cannot afford.

Is e-learning for the rich?

Kyambogo University using various flavors of e-learning was neither invited nor informed of the forthcoming conference.

NCDC mandated to drive Uganda’s educational system into the 21st century through mLearning and eLearning is not going to be represented at this eLearning Africa conference !

Conclusion/ Remarks

Next time there should be strategies to sort out the high cost of participation in international events organised locally.

4 NITA-U'S APPLICATION FOR PIP AND PSP LICENCES Initiated by Badru Ntege

How can a government body now also become a provider of internet services!

NITA-U requires the PIP Licence: in order to operate the Government infrastructure for Government use.

There are serious issues that need to be resolved but it does not mean that an entity supposed to create a conducive environment now decides to become a provider.

Government directive that all ministries buy Internet bandwidth from NITA-U means that they will kill businesses for other companies that need this boost to grow.

Given a license, they will then tender for a company to operate it. So what is the point of getting it in the first place??

Conflict of interest! NITA-U should confine its self to regulating the sector and the development/ validation of standards and policies.

Google has invested billions laying fiber in Kampala so that small ISP’s can grow without having to invest in infrastructure. So i honestly need to be convinced that we need to give NITA-U a license.

5. President calls for digital elections after Luwero loss Initiated by Baldwin Okello

How secure will this digital process be? Will the government or the EC be in charge of the servers?

Not a bad idea to have digital elections....

ICT is the way to go BUT we need to accept it and not use it for only one side's benefit.
