Highlights from dialogue with MoICT PDF Print E-mail

The dialogue arose out of a need to have a frank, transparent, clear and fair discussion between the ministry and ICT stakeholders following a lot of discussion on the I-Network mailing list about the media reported activities of the ministry. The issues raised on the mailing list were about
1. The inconsistencies in the set up of national Information Technology Authority Uganda (NITA-U) especially the constitution of the board and selection of executive director.
2. The lack of clear information on the status of phase 1 of the national backbone infrastructure.

The dialogue’s key objective was to set up a mechanism which shall allow ICT stakeholders communicate better with the ministry.

Douglas Onyango a member of the I-Network mailing list proposed ways in which communication between the ministry and ICT stakeholders could be improved, these were:
1. Increase  Ministry Participation on Mailing List
2. Have quarterly Meetings with the ministry
3. Deliberations/concerns compiled by the I-Network Secretariat and sent to Ministry as and when matters arise and authoritative response from Ministry published on the mailing list
4. Ministry Website be used as authoritative source of information

The mechanisms were agreed upon and the permanent secretary agreed that he will increase his participation on the mailing list.

The ministry was advised to keep its website updated on a regular basis. Members who are not able to find documents they require on the website should notify the ministry to get access to the documents. As a start, a list of all documents that members from the list are seeking shall be made and forwarded to the ministry.

The permanent secretary gave the key learning point for the dialogue as the increased need to renew working together.
