NHTCU shared this information with Kaspersky which used it to build the Noransomware decryption tool.

Use a shadow copy browser to get the previous versions (shadow copies) of all the docs, copy them to an external HDD and redo the machine.  Fastest way out.

Take a look at the Global best practice and  select from  the top 25 economies. Since its already deployed and in use.  E.g. TATA designed  the URA system being used till now
