“If NITA can get Uganda a cost effective link to Nairobi, why not? Isn't it the usual argument in favour of competition? If the pipe is bad there are private operators as competitors to take up dissatisfied customers.”

“This would be quite controversial which, I suspect, is why feedback from NITA has been limited (according to the original e-mail).

 

If NITA allows end-users (i.e. UBPOA member companies) to purchase transit via the NBI, it puts them in direct competition with the private sector. In other words, they would effectively become a government owned commercial ISP similar to UTL before privatization.”
